Within the framework of the official visit to the Russian Federation of Vietnamese State President Nguyen Xuan Phuc, on December 1, 2021 (local time) in Moscow, under the witness of Vietnamese Deputy Prime Minister Le Van Thanh and Russian Deputy Prime Minister Dmitry Chernyshenko, the State Bank of Vietnam and the Central Bank of the Russian Federation signed a Memorandum of Understanding (MoU) on cooperation in responding to computer attacks.
The MoU is expected to create a foundation for the two central banks to enhance the bilateral cooperation in the fields of cyber and information security through improved experience sharing and coordination to detect and prevent potential attacks on the computer systems; researching, developing and conducting possible measures to prevent cyber attacks and enhance cyber security. Nowadays, when computer network attacks are becoming more complex and posing high threats, international cooperation in the field of cyber security is extremely necessary to improve the capabilities, as well as enhance the performance of all countries in combating, deterring and promptly responding to cyber attacks in the banking sector.
