The State Bank of Vietnam (SBV) – Ho Chi Minh City Branch has issued License No. 50/GP-HCM dated January 21, 2022, which approves a number of amendments and new supplementations to the operations of Deutsche Bank AG – Ho Chi Minh City Branch.
Accordingly, the SBV – Ho Chi Minh Branch City has agreed to re-issue the License for the operations of a foreign bank branch issued to Deutsche Bank AG (Germany), head office at Taunusanlage 12, D 60325 Frankfurt am Main, Germany, to replace the former License No. 20/NH-GP dated 28th June, 1995 issued to Deutsche Bank AG – Ho Chi Minh City Branch, with the following details:
Full name in Vietnamese: Deutsche Bank AG – Chi nhánh TP. Hồ Chí Minh; Full name in English: Deutsche Bank AG – Ho Chi Minh City branch; Abbreviated name: DB Bank – Ho Chi Minh City Branch; Head office address: Room 1001, 10th Floor, Deutsches Haus Tower Ho Chi Minh City, No. 33 Le Duan, Ben Nghe Ward, District 1, Ho Chi Minh City.
The contributed capital of Deutsche Bank AG – Ho Chi Minh City Branch is USD 100,080,000 (One hundred million and eighty thousand United States dollars) with the operation period of 99 years, starting from May 28, 2015.
Deutsche Bank AG – Ho Chi Minh City Branch is allowed to carry out the operations of a commercial bank in accordance with the provisions of law and the SBV’s guidance, specifically as follows:
(i) Receiving demand deposits, time deposits, saving deposits and other types of deposits;
(ii) Extending credit in the following forms: Lending, discounting, re-discounting of negotiable instruments and other valuable papers, bank guarantees, issuance of credit cards, domestic factoring;
(iii) Opening payment accounts for its customers;
(iv) Providing domestic payment services: Providing payment means; Performing payment services in forms of checks, credit transfers, payment orders, collections of payment, collection orders, letters of credit, bank cards, collection and payment services;
(v) Opening accounts: Opening accounts at the SBV, opening accounts at other credit institutions and foreign bank branches;
(vi) Organizing internal payment, participating in the national interbank payment system;
(vii) Cash management services, banking and financial consulting; services of management, preservation of assets, rental of cabinets, safes;
(viii) Corporate finance consulting, consulting on buying, selling, consolidation, merging, and investment consulting.
(ix) Participating in bidding, buying and selling the Treasury bills, the Government bonds, the SBV bills and other valuable papers on the money market;
(x) Buying and selling the government bonds and corporate bonds;
(xi) Currency brokerage services;
(xii) Issuing certificates of deposit, promissory notes, bills, and bonds to raise capital in accordance with the Law on Credit Institutions, the Law on Securities, the Government's regulations and the guidance of the SBV;
(xiii) Borrowing capital from the SBV in the form of refinancing in accordance with the provisions of the Law on the State Bank of Vietnam and the guidance of the SBV;
(xiv) Borrowing, lending, depositing, receiving deposit capital of credit institutions, foreign bank branches, domestic and foreign financial institutions in accordance with the provisions of law and the guidance of the SBV;
(xv) Entrusting, receiving entrustments, acting as an agency in the fields related to banking operations, insurance business, asset management in line with the provisions of law and the guidance of the SBV;
(xvi) Trading and providing foreign exchange services in the domestic market and in the international market within the scopes prescribed by the SBV;
(xvii) Trading, providing derivative products on interest rates, foreign exchange in the domestic market and in the international market;
(xviii) Securities depository;
(xix) Investing in government bond future contracts;
(xx) Other activities as approved by the SBV: Bond issuance consulting, bond underwriting, bond issuance agency, bond payment agency; purchasing debts.
During its operations, Deutsche Bank AG – Ho Chi Minh City Branch must comply with the applicable Vietnamese laws.
This License took effect from the date of signing and replaces the License for the operations of a foreign bank branch No. 20/NH-GP dated 28th June, 1995 issued to Deutsche Bank AG – Ho Chi Minh City Branch, and shall be enclosed with all the relevant documents required for the consideration and amendment of a License for the operations of a foreign bank branch.
