On January 23, 2023, in Hanoi, Mr. Pham Thanh Ha, Deputy Governor of the State Bank of Vietnam (SBV) had a meeting with Mr. Bruce Gosper, Vice President for Administration and Corporate Management at the Asian Development Bank (ADB).
Overview of the meeting.
At the meeting, Deputy Governor Pham Thanh Ha welcomed Mr. Bruce Gosper and the ADB delegation to visit and work with the SBV. Mr. Pham Thanh Ha also conveyed his gratitude to the ADB’s Vice President, the Board of Directors and all of the ADB’s staff for the companionship, support and cooperation extended to Vietnam throughout the past years.
The SBV Deputy Governor emphasized that Vietnam owes a lot of the achievements in socio-economic development and poverty reduction over the past 30 years to the very important contributions from the international donors, including the ADB. The SBV Governor hoped that the ADB would continue to be an active partner on the next development path of Vietnam.
The SBV Deputy Governor shared that, in 2022, Vietnam maintained a stable macroeconomic foundation; the inflation was under control; the economy continued to recover thanks to the business activities regaining their growth momentum, and the Government's macroeconomic management measures had made positive impacts.

In the first two months of 2023, Vietnam’s economy has continued the recovery momentum of 2022. In the coming months, the economy has been forecast to keep its positive growth due to its openness, the positive impacts from the Socio-Economic Recovery and Development Program in the period of 2022 - 2023, and the Free Trade Agreements (FTAs) being intensively implemented. However, the challenges are still there.
In that context, the SBV Deputy Governor expressed his pleasure to see the cooperation between the ADB and Vietnam in general and between the ADB and the SBV in particular has made positive impacts and is still growing. The ADB is one of the leading donors in providing funding, technical assistance and policy advice to Vietnam.
The ADB's programs and projects have been developed in association with Vietnam's socio-economic development strategies and plans in each period, focusing on many important areas, helping Vietnam to integrate more strongly into the regional and the global economy, and to recover from the COVID-19 pandemic.
SBV Deputy Governor Pham Thanh Ha expressed his wishes that, the ADB would continue to pay attention to and support Vietnam in the areas of energy transition, the implementation of Vietnam’s commitments made at COP26, the innovation fields such as digital transformation, the digitization of the banking operations, the payment connectivity, etc.

On the side of the ADB, Mr. Bruce Gosper, Vice President of the ADB, expressed his high evaluation for the strong economic development results that Vietnam had achieved in 2022 and the outlook in 2023. He also thanked for the close coordination and cooperation of the Government of Vietnam and the SBV. Vietnam is a major and important partner of the ADB, and has participated actively in the trends of the global supply chain transformation and the development of the processing, manufacturing and high technologies.
The ADB Vice President emphasized that, the year 2023 marks the 25th anniversary of the establishment of the ADB’s Vietnam Resident Mission (VRM), and affirmed that the ADB would continue to accompany Vietnam and contribute to the development of the country in the long future.
At the meeting, Vice President Bruce Gosper also shared about the ADB's new operating model which aims to better meet the needs and interests of the member countries.
