On April 19, 2023, at the Office of the Government, the Government’s Steering Committee for Administrative Reform organized a Conference on Administrative Procedure Reform associated with Digital Transformation, and announced the Satisfaction Index of Public Administration Services (SIPAS) for 2022, as well as the Public Administration Reform (PAR) Index for 2022.
The State Bank of Vietnam (SBV) was exceptionally ranked first in the PAR Index 2022. This is the seventh consecutive year that the SBV has ranked first in the PAR Index among all ministries and ministerial-level agencies.
According to the PAR Index 2022 rankings of all ministries and ministerial-level agencies, the SBV received the highest score of 91.77/100 points and was ranked first among 17 ministries and agencies. Significantly, the SBV had increased its scores and achieved high ranks regarding the levels of reform in many component indicators.
Specifically, the SBV continued to rank first in the component indicator on the leadership and governance for administration reform. The other indicators in which the SBV had made improvements and increased its scores as compared to the previous year include: the component indicator on the administrative procedure reform; the indicator on the organizational reform of the state administrative apparatus; the indicator on the civil servant and public service reform; the indicator on the innovation of financial mechanisms; the indicator on the administration modernization; etc.

The fact that the SBV continued to maintain a high ranking in the PAR Index 2022 has reflected the continuous efforts and strong determination of the SBV in order to issue many breakthrough mechanisms and polies in an active and promt manner, ensuring the safe and healthy operations of the banking system; creating favorable conditions for businesses to access bank credit. These positive results have contributed to the recovery and development of business and production operations, promoting the economic growth, controlling the inflation and creating a foundation for the macroeconomic stability.
