On May 25, 2023, the State Bank of Vietnam (SBV) issued Document No. 3956/NHNN-TT requesting the banks, the foreign bank branches and the intermediary payment service providers to implement several measures to further enhance cashless payment, and implement effectively the National Digital Transformation Program; the Scheme on the development of the applications of the population data, the personal identification and e-KYC for the national digital transformation in the 2022 - 2025 period, vision to 2030; contributing to realizing the goal of financial inclusion.
Specifically, the SBV has requested the banks, the foreign bank branches and the intermediary payment service providers to continue to research, apply incentive programs and policies on payment and intermediary payment service fees for their customers, with the priority given to the fee exemption for account maintenance and cash withdrawals for customers who are beneficiaries of the social security support policy.
The SBV has also requested the banks, foreign bank branches and intermediary payment service providers to support positively and proactively implement practical activities within the framework of the Non-cash Day 2023, through special offers, appropriate promotion policies during this event (throughout June 2023 and specially on the Non-cash Day of June 16), specifically as follows:
For the banks and the foreign bank branches, they are requested to:
Research and apply appropriate incentive policies; coordinate with the payment acceptance units to implement special offers, promotion programs, customer appreciation programs in order to encourage customers to choose cashless payment;
Consider to implement preferential fee discounts for payment acceptance units which have joined and accompanied the banks on the special offers, promotion programs, customer appreciation programs during the event.
For the intermediary payment service providers, they are requested to: Coordinate with the banks and the foreign bank branches, as well as the organizations supplying payment products and services to research, apply appropriate incentives and promotion policies for customers who use their intermediary payment services.
For the intermediary payment service providers of the e-wallet services, they are requested to: Develop appropriate promotion policies for the customers who have successfully registered, connected their e-wallet accounts with the domestic debit cards and payment accounts.
In addition, the SBV has also requested the banks, the foreign bank branches and the intermediary payment service providers to proactively develop their own promotion programs and policies; publicly disseminate to their customers, and coordinate with the relevant organizations and units in the implementation.
During the implementation process, if any problems or difficulties emerge, the SBV has requested the banks, the foreign bank branches and the intermediary payment service providers to report promptly to the SBV (through the Payment Department) for information and taking actions.
