On October 27, 2023, the Governor of the State Bank of Vietnam (SBV) issued Directive No. 03/CT-NHNN on further acceleration of the implementation of the Scheme on developing the applications of the population database, the personal identification and eKYC for the national digital transformation for the 2022-2025 period, vision to 2030 (often referred to as Scheme 06) in the banking sector. This Directive took effect from the date of signing.
Accordingly, in order to further accelerate the implementation of Scheme 06 in the banking sector in 2023 and the following years, the SBV Governor has requested the SBV entities, the credit institutions, the foreign bank branches and the payment intermediary service providers to strictly, promptly and effectively implement the key tasks and solutions.
The general tasks of the entire banking sector are to improve the awareness of all officials, civil servants and staff of the meaning and the importance of Scheme 06; identifying the implementation of Scheme 06 as one of the key tasks of the banking sector, which must be implemented regularly and continuously, with the active participation of the people and businesses.
Coordinating closely with the SBV functional departments and the Ministry of Public Security to formulate a specific roadmap for the effective implementation of the assigned tasks as stated in Decision 171, Decision 264, Plan 01, and other relevant guiding documents for Scheme 06.
Ensuring the information safety and cyber security in the development of information systems for the applications of the population database, the personal identification and eKYC for the national digital transformation; Upgrading and improving the information technology infrastructure to meet the requirements as stated in Document No. 1552/BTTTT-TTH dated April 26, 2022 of the Ministry of Information and Communications when connecting to the National Population Database; Arranging fundings and resources to ensure the implementation of Scheme 06.
In addition, in the same Directive, the SBV Governor also assigned the central SBV Departments, the SBV municipal and provincial branches, the credit institutions, the foreign bank branches, and the payment intermediary service providers to implement specific tasks in order to further accelerate the banking sector’s implementation of the Scheme on developing the applications of the population database, the personal identification and eKYC for the national digital transformation for the 2022-2025 period, vision to 2030.
