On November 7, 2023, at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Pham Thanh Ha had a meeting with Mr. Hayashi Nobumitsu, Governor of Japan Bank for International Cooperation (JBIC).
At the meeting, Deputy Governor Pham Thanh Ha reaffirmed that Japan is among the leading strategic partners of Vietnam, and also Vietnam’s largest bilateral ODA development partner. The SBV Deputy Governor added that JBIC has had a lot of experience working in Vietnam, providing various loan packages to promote Japan’s direct investment in the country, especially in the development of critical infrastructure, big projects in the energy sector; participated actively in the policy dialogues with Vietnamese Ministries and agencies. The SBV Deputy Governor confirmed that Vietnam always welcomes and be ready to cooperate with JBIC in various fields, especially in green growth and green finance.
Moreover, regarding the implementation of the Just Energy Transition Partnership (JETP), Governor Pham Thanh Ha expressed his hope that JBIC, with its resources and experience in this area, would support Vietnam and the banking sector to successfully contribute to the implementation of the Government’s objectives through the activities of experience sharing, the provision of long-term loans, and the consideration of applying preferential interest rates to Vietnamese banks.

For his part, the Governor of JBIC asserted that JBIC would continue to support Vietnam through the bilateral cooperation and development areas. Moreover, JBIC would also facilitate and encourage Japanese enterprises to invest in Vietnam in the coming time, focusing on various areas, including green finance and energy.
Toward the end of the meeting, the two sides reaffirmed the long-term cooperation in the coming time.
