On November 21, 2023, the State Bank of Vietnam (SBV) issued Decision No. 2163/QD-NHNN establishing the SBV’s Steering Committee for Administrative Reforms.

Accordingly, the Steering Committee is composed of 12 members, and is headed by Governor Nguyen Thi Hong. The First Vice Head of the Steering Committee is Deputy Governor Dao Minh Tu; Mrs. Pham Thi Lan Anh, Deputy Chief of the SBV Office, is Vice Head of the Steering Committee. Other members of the Steering Committee are leaders of several entities under the SBV, including the Department of Legal Affairs, the Human Resource Department, the Communication Department, the Foreign Exchange Management Department, the Finance and Accounting Department, the Information Technology Department, the Banking Times, and the SBV Office.
The tasks and mandates of the Steering Committee are to study, recommend and direct the implementation of the directives and measures of accelerating the administrative reforms at the SBV; review the SBV’s long-term and annual programs and plans of the administrative reforms; recommend measures to improve the PAR INDEX and SIPAS at the SBV; direct, provide guidance, monitor and supervise the implementation of the SBV’s programs and plans for the administrative reforms; request the SBV entities and the relevant institutions and individuals to report on the implementation of the administrative reforms under their jurisdictions, as well as to provide information, documents and statistics to assist the implementation of the tasks of the Steering Committee. The Steering Committee is allowed to use the SBV's official stamp for the implementation of the tasks and authorities of the Steering Committee.
The Steering Committee works on the principle of democratic centralism, focusing on the responsibilities of the Head. The Steering Committee shall meet every 6 months, and may convene irregular meetings at the request of the Head of the Steering Committee.
The SBV Office is the standing entity of the Steering Committee, and shall be responsible for ensuring the operational conditions of the Steering Committee; coordinate with the relevant entities to advise and organize the implementation of the tasks of the Steering Committee.
This Decision took effect from the date of signing.
