On April 17, 2024, in Hanoi, the Government’s Steering Committee for Administrative Reforms organized a conference to announce the 2023 Satisfaction Index of Public Administration Services, and the 2023 Public Administration Reform (PAR) Index among the Ministries, ministerial-level agencies, and the People’s Committees of the provinces and centrally-controlled cities.

Accordingly, the State Bank of Vietnam (SBV) continued to rank high in the PAR Index 2023, with the second rank out of 17 Ministries and agencies, with the PAR Index achieving 89.89% (0.06 points lower than the Ministry of Justice), of which, many sub-indices continued to maintain high rankings in the levels of reform. Specifically, the SBV achieved over 90% for 4/7 indicators; with the sub-index of “administrative procedure reforms” being ranked at the top, reaching 97%, while the sub-index of “leadership and direction of administrative reforms” reaching 97.02%.
To achieve its high ranks for multiple years consecutively in the PAR INDEX, the entire banking system has made enormous efforts in implementing all of the six PAR areas, including the institutional reforms; the administrative procedure reforms; the state administrative organization reforms; the reforms of the civil service rights and obligations; the public finance reforms; the digital transformation, the formulation and development of an e-Government and a digital Government.
The positive results in the administrative reforms have contributed to improving the investment and business environment to be healthier and more transparent, promoting innovations and creativity, improving the accessibility to capital for the businesses and the capital absorbability of the economy.
