On August 2, 2024, the State Bank of Vietnam (SBV) organised a ceremony to announce and hand over the SBV Governor’s Appointment Decision of Deputy Chief Inspector of the Banking Supervision Agency.

At the ceremony, Mr. Tran Anh Tuan, Director General of the SBV Human Resource Department announced the SBV Governor’s Decision appointing Mr. Lai Huu Phuoc as Deputy Chief Inspector of the Banking Supervision Agency. Mr. Lai Huu Phuoc previously served as the Head of the Supervisory Board at the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank). His term of office is five (05) years, starting from the date of appointment.
On behalf of the SBV Governor, Deputy Governor Pham Quang Dzung handed over the Appointment Decision and congratulated Mr. Lai Huu Phuoc on his appointment, reflecting the trust of the Party Committee and the Board of Management of the SBV.
The SBV Deputy Governor assessed that Mr. Lai Huu Phuoc is an experienced official in the banking sector, with high professional qualifications and expertise. Mr. Phuoc also has good political and ethical qualities, and demonstrates a strong sense of responsibility in all his roles. These will be an important foundation for Mr. Phuoc to further perform well in his new position at the SBV.
Given the various challenges facing the banking sector, the tasks and workload for the Banking Supervision Agency will undoubtedly be more demanding. Consequently, the SBV Deputy Governor has requested that Mr. Lai Huu Phuoc, as the newly appointed Deputy Chief Inspector, continue to make his best efforts, promote his capabilities and experience, and actively engage with all functional units and officials of the Banking Supervision Agency to quickly understand the work requirements; closely working with relevant entities under the SBV, including the SBV’s provincial and municipal branches - especially those directly involve in banking inspection and supervision. Additionaly, Mr. Phuoc also needs to build up his political will, professional capabilities, adn his management skills, with the highest determination to accomplish all tasks entrusted by the SBV’s Board of Management.
According to the Deputy Governor, the workload related to banking inspection and supervision is extremely heavy, requiring close coordination among all units, officials and staff of the Banking Supervision Agency. The Deputy Governor has requested that the leadership and key officers of the Banking Supervision Agency set good examples, and collaborate closely with all officials and staff of the BSA to successfully accomplish all assigned tasks.

Speaking at the ceremony, Mr. Lai Huu Phuoc expressed his heartfelt gratitude to the Personnel Board of the SBV's Party Committee and the SBV’s Board of Management for their trust. He acknowledged that his assumption of the new position in the context when the banking system’s operations are facing numerous challenges and difficulties, along with the tasks assigned by the Deputy Governor for the coming time, he promised to never stop trying, closely following and performing effectively all assigned tasks. Mr. Phuoc also asserted that he would engage with the Banking Supervision Agency’s Board of Management and all of the BSA’s officials and staff, in order to raise the general sense of responsibility, as well as to train and improve the ethics of all banking inspectors and supervisors.
