100% of the intra-government administrative procedures between the State Bank of Vietnam (SBV) and other State administrative agencies, as well as the internal procedures within the SBV, will be reviewed and simplified.

On April 14, 2025, the SBV Governor issued Decision No. 1746/QD-NHNN on the SBV’s Plan to reduce and simplify the administrative procedures related to production and business activities in 2025 in order to implement Resolution No. 66/NQ-CP dated March 26, 2025 of the Government..
Accordingly, the Plan aims to immediately reduce and simplify the administrative procedures related to production and business activities, ensuring the abolition of at least 30% of unnecessary business investment conditions; reducing the processing time of the administrative procedures by at least 30%, and cutting at least 30% of the administrative procedure compliance costs. In addition, 100% of the administrative procedures related to businesses will be conducted online in a smooth and effective manner, ensuring transparency and minimizing the paperwork. Furthermore, the Plan aims to promote the decentralization and delegation of authority in handling administrative procedures under the SBV's jurisdiction, with the goal of reviewing and simplifying 100% of the intra-government administrative procedures between the SBV and other Government agencies, as well as the internal procedures within the SBV, to reduce the procedures, the processing time and costs, in accordance with the objectives of streamlining the apparatus, ensuring smooth and effective operations.
The Governor also directed the heads of the SBV units to take responsibility for implementing the assigned tasks in alignment with the timelines. The SBV Office is tasked with coordinating, monitoring, and urging the implementation, reporting to the Governor on any necessary measures to ensure the effective accomplishment of the Plan. If any difficulties arise during the implementation, the units must promptly report to the SBV Office for consolidation and submission to the Governor for guidance and resolution.
