According to the report presented by Ministry of Home Affairs at the online meeting to review the country’s administrative reforms over the 2011 - 2015 period, the State bank of Vietnam has been ranked the first in Administration Reform Index for 2015 (PAR INDEX 2015) with the score of 89.42%. The online meeting was held by Ministry of Home Affairs on August 17, 2016 in Ha Noi.
PAR INDEX 2015 placed the State Bank of Viet Nam at first among 19 ministries and departments for its pretty high score of 89.42%, followed by the Ministry of Finance with 89.21% and the Ministry of Transport with 88.77%. The ministry of Information and Communications. The average score of PAR index 2015 for ministries and departments was 85.3%.

For the State Bank of Vietnam, the score of components incorporated in PAR INDEX which were ranked the first including governance and management (15.96/16 score); constitutional formulation and implementation (15.14/16); administration and organizational reform (12.33/12.5); other components were rated the second high including financial mechanism innovation (10.48/10.5 score); administration modernization (12.82/14). In regard to the result of social survey, the SBV led the top ranking with 36.47/40 score. This is the third consecutive year the SBV holds the first ranking in this type of survey.
As for cities and provinces, Da Nang has, for the 4th consecutive year, led the PAR INDEX 2015 among 63 cities and provinces nationally with the score of 93.31%. Followed by Da Nang were Hai Phong City with 92.59% and Dong Nai Province with 92.53%. Dien Bien Province dropped to the bottom of the rankings with a score of 74.99%. The national average was 85.11%, which was 3.9 % higher than in 2014.
PAR INDEX 2015 continues to affirm the great effort and the commitment of the SBV in the process of administration reform for the aim of boosting the effectiveness and efficiency of the state management together with non stop improvement of national competitiveness capacity and actively supporting for enterprises’ production and business.
