On September 15, 2026, in Ha Long, Quang Ninh, ahead of the 32nd Meeting of the ASEAN Senior Level Committee on Financial Integration (SLC), Deputy Governor Nguyen Ngoc Canh of the State Bank of Vietnam (SBV) held a working session with Mr. Leong Sing Chiong, Deputy Managing Director of the Monetary Authority of Singapore (MAS).
At the meeting, the two sides discussed priority areas that Singapore intends to advance during its 2027 ASEAN Chairmanship, including cross-border payment connectivity, financial inclusion, artificial intelligence (AI) governance in financial services, voluntary carbon markets, enhanced capital market linkages, and experience sharing in the development of international financial centers (IFCs).

Deputy Governor Nguyen Ngoc Canh spoke highly of the strong cooperation between the SBV and the MAS, both bilaterally and within the ASEAN framework. He noted that the strategic priorities Singapore plans to advance in 2027 are of practical significance to regional financial integration, particularly as ASEAN accelerates digital transformation, strengthens financial connectivity, and mobilizes resources to support sustainable growth.
Vietnam stands ready to work closely with Singapore and other ASEAN member states to promote feasible initiatives that deliver concrete results, while taking into account differences in levels of development, legal frameworks, and financial infrastructure among ASEAN members.
In addition, Deputy Governor Nguyen Ngoc Canh also shared information on the development and operation of IFCs in Vietnam, as well as challenges in developing IFCs in line with international practices, with a view to attracting foreign investment while maintaining macroeconomic stability.
Highly valuing Singapore's experience in establishing and developing IFCs, the Deputy Governor proposed that the MAS strengthen the sharing of expertise and experience with Vietnam in key areas, including market access, regulation of financial institutions, foreign exchange management, anti-money laundering, and other relevant matters relating to the establishment and operation of an IFC.

Deputy Governor Nguyen Ngoc Canh affirmed that the SBV stands ready to continue close coordination with the MAS in preparation for Singapore’s ASEAN Chairmanship in 2027, maintain technical-level exchanges on specific areas of mutual interest, and contribute to strengthening cooperation between the two authorities and advancing substantive and effective ASEAN financial integration.
