Talking about Vietnam-Cuba cooperation in the banking sector, Deputy Governor Dao Minh Tu of the State Bank of Vietnam (SBV) and Minister-President Juana Lilia Delgado Portal of the Central Bank of Cuba (Banco Central de Cuba - BCC) agreed to accelerate the development and the effective implementation of the experience sharing and the capacity building based on the signed Memorandum of Understanding (MoU) on the cooperation between the two central banks.

Within the framework of the state visit to the Republic of Cuba by Party General Secretary and State President To Lam, on September 26, 2024, SBV Deputy Governor Dao Minh Tu paid a working visit to the Central Bank of Cuba. Ms. Juana Lilia Delgado Portal, Minister-President of the Central Bank of Cuba, and other BCC senior officials welcomed and held a bilateral talk with the SBV Deputy Governor.
At the meeting, the two sides discussed about Vietnam-Cuba cooperation in the banking sector, focusing on the aspects related to the acceleration of the development and the effective implementation of the cooperation in experience sharing and capacity building, on the basis of the Memorandum of Understanding on the cooperation between the SBV and the BCC signed on the occasion of the state visit.
Sharing about the SBV’s policy management, Deputy Governor Dao Minh Tu emphasized that the SBV’s flexible combination of various tools such as the interest rates, the exchange rate, the credit policies, etc. in harmony with the fiscal policy has contributed significantly to enabling Vietnam’s economy to respond to and recover in the context of the complicated developments of the COVID-19 pandemic, as well as the difficulties and challenges both internally and externally in 2023.
Deputy Governor Dao Minh Tu also reaffirmed that the SBV is always willing and ready to fulfill the needs of professional exchanges and experience sharing of the BCC in accordance with the policy priorities and the process of updating the economic model.

Besides, the two sides also discussed and agreed on the potential topics and areas that are expected to be focused on within the framework of the MoU. To ensure that the cooperation in experience sharing and capacity building is effective and practical, Deputy Governor Dao Minh Tu suggested that the relevant entities of the two sides need to closely coordinate to develop plans and roadmaps for the implementation of specific activities.
Toward the end of the meeting, Deputy Governor Dao Minh Tu respectfully conveyed the invitation of the SBV Governor to the Minister-President and other senior representatives of the BCC to visit Vietnam and work with the SBV in the coming time.
