The State Bank of Vietnam (SBV) organize a video conference in Hanoi on July 21 on Strengthening the Administrative Procedure Reform and Improving the quality of credit institutions’ service products. The seminar was under the chairmanship of SBV Deputy Governor Dao Minh Tu and members of Government’s Steering Board for administrative procedure reform.

Attending the seminar were senior leaders of Ministry of Home Affairs and Ministry of Justice; representatives from SBV entities, SBV branches in Ho Chi Minh City, Hanoi, Hai Duong, Bac Giang; Chairmen of the Board of Directors and General Directors of the state-owned commercial banks, joint-stock commercial banks, Vietnam Bank for Social Policies and Cooperative Bank.
The presentations at the seminar reflected the decisive directions of the SBV Governor in implementing the reform of administrative procedures and its encouraging results in various fields. Accordingly, in order to implement the overall Plan on reforming administrative procedures for 2011 – 2020 period, focusing on six groups of key tasks, including regulatory reform of monetary and banking operations; reform of administrative procedures; reforming and strengthening the SBV organization structure; formulating and improving the staff capacity; reforming public finance; modernizing the administration on the basis of application of information technology. The SBV annually issues specific plans on reforming administrative procedures to define the key tasks and enhance the implementation. Since the year of 2010 to now, the SBV has simplified hundreds of administrative procedures in order to create favorable conditions for individuals and enterprises when making administrative transactions with the SBV.
Moreover, the SBV has directed credit institutions to strengthen the reform of administrative procedures to improve the quality of service products and cut down the transaction cost. Implementing the direction on administrative procedure reform of the Government and the SBV, credit institutions have focused on renovating procedures of providing banking service products, thereby creating positive changes to facilitate transactions with customers; specifically, simplifying lending procedures in collaboration with enhancing risk management; shortening the time for transactions via mobile phone, internet banking; diversifying service products; and publicizing the commitment with customers about the standards and quality of service products .
Speaking at the seminar, SBV Deputy Governor Dao Minh Tu emphasized the importance of the reform of administrative procedures that the SBV required the whole banking sector to focus on. In addition, he said that the administrative procedure reform is a key task and is an indicator of assessing operational results of commercial banks. He required the SBV functional departments to review and revise documents relating to mechanism to facilitate for commercial banks to strengthen the reform of administrative procedures. Besides, he required commercial banks to review their documents applicable to individuals and enterprises in order to effectively implement the reform of administrative procedures.
